MP shifts gears: Free parking, relief in tax & more to boost EV uptake in state

To augment adoption of electronic vehicles (EVs) in the state, a slew of incentives including free parking for EVs, at least one charging point at each 'petrol pump', and 100per cent exemption on tax and registration fee for new electric vehicles, are in the offing adhering to the draft Madhya Pradesh electric vehicle policy 2025.

For those utilising internal combustion engine (ICE) vehicles can anticipate additional expenditures. Funding mechanisms in the draft encompasses a pollution cess and heightened road taxes for luxury ICE vehicles to support these initiatives. Parking waiver is for an initial period of one year.

Presently, the new policy is in public domain and open for suggestions. The policy prepared by MP-UADD will supersede MP Electric Vehicle Policy 2019 which endeavoured to drive rapid adoption of EVs to constitute 25per cent of all new vehicle registration by 2026. MP Electric Vehicle Promotion Board (MP- EVPB) will be the overarching nodal agency for streamlining mobility related issues. Moving forward to stimulate EV adoption, proposed policy recommendations, aspire to establish EVs as preferred mode of transportation, to EV charging infrastructure, and to position MP as a premier destination for EV infrastructure and manufacturing.

Additional objectives include fostering collaboration amongst various stakeholders, enhancing employment prospects in the EV sector, and ameliorating air quality by curtailing emissions from the transport sector.

By the policy period culmination (2030), specific targets comprise: 40per cent of all new two-wheeler registrations being electric (100per cent in commercial fleets), 70per cent for three-wheelers, 15per cent for four-wheelers, and 40per cent for buses. Also, 100per cent of public transport buses and govt vehicles are to transition to electric by 2028, and all commercial and logistics fleets by 2030.

Policy provisions are not extendable to Strong Hybrid Electric Vehicles (SHEVs), and Plug-in Hybrid Vehicles (PHEVs), official said. "While hybrids and plug-in hybrids vehicles (PHEVs) also claim to be EVs, they are 100per cent internal combustion engine (ICE) vehicles as they cannot be charged directly from the grid, and do not warrant any incentives," he added.

New RWAs of housing societies shall designate 20per cent of open parking spaces for visitors exclusively for EVs. Public parking, educational institutes and govt offices.
